Reading the writings of M. Chatib Basri in Kompas, Monday, April 28, 2008, I was interested in the ancient words of former French President Charles De Gaulle at the beginning of the article, which reads, "To govern is always to choose Among disadvantages (governing means choosing among options that do not benefit) . This sentence is probably true.
Especially in times of prosperity and welfare to be a very difficult item mentioned in this country. So the thought of the term utilitarianism in ethics subjects during training Prajabatan governmental organizations. How easy it is to be a wise government and the sentence at the beginning of this article may not be a norm. How could I not, two centuries ago a Jeremy Bentam and some of his contemporaries are trying to find out how to evaluate the various policies are morally. Of the two hundred years ago until now this is something that is important for any public policy is likely to be accepted by a group because it was considered advantageous and but rejected by another group because it is considered harmful. The conclusion from these searches can finally assessed that an objective criterion can be obtained by looking at a public policy of the beneficial or detrimental to the people concerned.
The first criterion is the benefit, which is considered good policy when a policy of bringing positive benefits, and vice versa is considered morally bad if a policy of bringing losses.
The second criteria is a policy will be judged morally good if it brings greater or greatest benefits compared with other policies. And if a policy equally harm then the best policy is a policy that brings the smallest losses.
The third criterion is whether a policy will be assessed when bringing the perceived benefits and enjoyed by more people.
He asserted the principle of utilitarianism is adopted to act in such a way as to make a policy to bring greater benefits or the biggest for many people as possible. No need to search for norms and moral values that became a liability, the need to do is consider what the result of a policy in order to know the benefits or disadvantages of a policy.
The question is now whether a policy in our country the principle of utilitarianism have noticed this? Are policy makers have thought that the policy was right to bring benefits than bring harm to more people? Then who the actual person who can be called many in our country?
The whole world knows that it might be the greatest person in our country is that people with middle to low ability. Because of the wealth in this country only owned by a handful of conglomerates who are not affected by any such policy.
It is undeniable that a public policy will not be apart from the political sphere. This is causing difficulties utilitarianism principle applied in our country. A principle that is simple suddenly becomes very complex and difficult to implement in our beloved country.
